@Heather: absolutely agree that adopting a pet should not be on a whim! It's a serious commitment, but if (big IF) you know the child is ready for this big step and his/her parents agree, it's a great age to start.

I agree boxes are not gifts. And pets are something that need great discussion when it comes to responsibility and ownership. At 12 , I agree that is a good age to talk about that sort of thing. I was around 12 or so when I was begging for a dog and eventually my dad gave me a 3 year old cocker spaniel that had been treated very poorly from his previous owners. I loved and took care of that dog until he passed away at age 12.

Giving a pet as a gift is a terrible idea. Pets are not presents, they are a commitment. So many pets end up in shelters because they're cute at first but become a burden months after Christmas.
