It is very very oily and fluid but it instantly just start breaking down the makeup. It did a good job on my mascara and didn’t make my eyes burn or cause any sensitivity. When you add some water it does emulsify and it just continues to really breakdown the makeup and dirt. It did leave my skin feeling soft and smoother! I think it is very gentle and a lot of people can use this. I would definitely recommend using it as a 1st step cleanser followed by a 2nd step cleanser just to get any extra oils because this is really oily!    -
