Sorry for late response, I had a super busy day today. So there is no charge to start the blog. I use blogger (https://www.blogger.com/home) and I like it so far, there are few other blog pages but Im not too familiar with those. At first you should have clear idea of the theme for your blog, that will help you to stay on track and build material and readers base (im still working on it :) ) and then just make sure you support it with your other social media accounts by attracting people's interest. That way you build traffic.
