The primer has a clear gel-type consistency and goes on smoothly with a light velvety finish. While the description states that it is mattifying, it is non-drying and I found it works well on my normal/dry skin. The formula is non-sticky and absorbs well without any dry time so you can go ahead and apply your foundation right away. I must say I didn't notice any immediate visible plumping action but that might show up with more use. My make-up stayed put for about 8 hours before washing my face off for the night.
