Upset Pet Owner.

I ordered this collar in hopes that it would calm my dog down a bit,
when I received it, I noticed it had come without the electrodes and light.... what?
I called customer service and they said that's how they sold them and I didn't read the website
(nowhere on the website does it say that) and they weren't able to do a return. upsetting.
