What's the rubber bit about??

I bought a 12 pack of these toothbrushes without realizing that they have these rubber polishing caps hidden in the bristles. It makes it feel like it's not really cleaning my teeth, just rubbing them. I don't know what I'm going to do with a dozen of them.
