Not holographic once applied

This line of Finger Paints nail polish had a holographic effect which I thought was so pretty. I bought the Pixie Dust color, which is a sort of muted blue-grey shade. It dries nice and fast, but once on, the holographic effect was barely visible, which was disappointing. It also didn't dry down to a shiny finish, but is almost semi-matte. It's a pretty color but not the best if you want that holographic effect.
