Lacks Intensity

I love the way this looks in the pan (which is much more intense in person than in a photo) but it doesn't translate well to the eye. I tried applying with a brush, with my finger, over a wet base, over glitter primer, etc. but I couldn't get the colour pay-off I wanted. I normally love Makeup Geek shadows but this left a bit to be desired.
