I've tried Ultima "Fade Not Crease Not" eyeshadow base suggested by a department store make-up counter girl that raved about it and it's decent. But my friend started selling Mary Kay and she recommended their eye primer which I was skeptical at first but I was pleasantly surprised when I gave it a try. Having Asian eyes, it is difficult to keep eye shadow from building up in the eye crease but this primer delayed it significantly from doing so.
