I have been using Neutrogena make up removal for, maybe 5 years now and it is the best I have ever used. Takes off even the most complex make up and it doesn't hurt your eyes, which is a YES YES for suck a product.
It is quite pricey, I tend to buy it when on sale, but if that is not possible I won't go for a cheaper option. You get what you pay for.

I used these for awhile. I find it works pretty well on waterproof as well. I found a makeup remover that works way better so I don't use it personally anymore, but definitely wouldn't talk anyone out of buying it for themselves.
