What's with the white spots?

I did like the fact this creamy cleanser had no scent. It also makes your skin soft and smooth. However it leaves behind little white beads, I'm assuming it's the scrub part? I find them in my eye brows and lashes through out the day. It doesn't matter how much I rinse my face or pat it dry, I still have white spots all over.
