Does it do anything?

I honestly can’t tell if this stuff actually makes a difference. It’s refreshing, has very little smell and doesn’t make a huge noticeable difference to your makeup. It makes me wonder if a spray bottle of water might do the same thing. I received this in a sample pack of things with a few products I do truly love- I would never re purchase it on its own.
